Commission Refund Campaign Halted After Unfair Competition Row

SAB, an insurance agencies' association in Türkiye, said on 6 May 2026 that Enpara's 15% cash refund campaign on kasko policies had been halted after talks.

Commission Refund Campaign Halted After Unfair Competition Row

SAB (an insurance agencies' association in Türkiye) announced on 6 May 2026 that the commission refund campaign that had drawn criticism from insurance agencies had been halted. According to the association's announcement, the campaign ended following talks with Enpara officials.

The dispute centred on Enpara's 15% cash refund campaign on kasko (comprehensive motor insurance) policies. Agencies described the practice as unfair competition, since it was based on refunding part of the price to the consumer who purchased the policy.

In its statement, SAB said the effort carried out by fellow professionals and civil society organisations had produced results; following the talks, it said, "the 'commission refund' practice that was harming our agencies has been halted."

Institutions involved in the process

The Acentelerin Sesi group issued a statement of support for the initiatives against the campaign, TOBB SAİK (TOBB's insurance agencies executive committee) became involved in the process, and TSB (Türkiye's insurance and pension industry association) took a constructive approach.

The development came a day after TÜSAF (Türkiye's federation of insurance agencies' associations) had, on 5 May 2026, described refund campaigns as unfair competition and called on the regulator to intervene.

What the dispute meant for agencies

The commission refund, also known in the sector as risturn, was based on returning part of the commission collected per policy to the customer. Agencies argued that selling the same policy at different prices across different distribution channels distorted price competition to their disadvantage and cut them out.

The halting of the campaign was also seen as a precedent for similar practices in the sector.
